Ms. Rachael Maltzahn is a retired Department of Defense civilian with more than 25 years of service at the U.S. Army Corps of Engineers, New Orleans District. Her career spans extensive engineering design, operational troubleshooting, and hands‑on fieldwork across critical civil works infrastructure.
After taking a voluntary early retirement in 2025, Rachael founded Integrated Solutions, LLC, a firm specializing in engineering and field expertise for aging infrastructure. She holds a Bachelor’s degree in Mechanical Engineering and is a licensed Louisiana Engineer Intern (EI.0019889). Integrated Solutions is certified as a WOSB and HUBZone small business, and additionally holds certifications including WBE (WBE2503171), LED S&E Business Enterprise (30229), LED Hudson Incentive (30229), and EBR SEDBE, enabling work at the Federal, State, and Parish levels.
A lifelong resident of Metairie, Rachael began her government career at age 19 as a GS‑01/Step 01, contributing to projects that protected her hometown and supported the USACE mission. She graduated from the University of New Orleans in May 2001 with a Bachelor of Science in Mechanical Engineering, where she also competed as a four‑year NCAA Division I volleyball athlete. Upon graduation, she joined the New Orleans District full‑time and remained there until her retirement in September 2025. Over the course of her career, Rachael served 18 years at the GS‑13 level, including 15 years as a technical lead and 3 years in supervisory roles.
Her early career in Engineering Division focused on studies and new designs. Following Hurricane Katrina in 2005, she played a key role in the massive repair and reconstruction efforts. As Mechanical Team Lead, she guided engineers through new designs and emphasized the importance of field engagement and collaboration with structure operators.
As post‑Katrina work tapered, Rachael shifted her focus to Corps‑owned structures—locks, control structures, and pump stations—where aging infrastructure demanded extensive troubleshooting, retrofits, and rebuilds. She later transitioned to Operations Division, ultimately serving as Chief of Maintenance. In this role, she supported Operations Managers, Lock personnel, Hired Labor Supervisors, and contractors executing service and supply contracts. It was during this period that Rachael developed a deep understanding of the Small Business Program and its socioeconomic categories. She took personal responsibility for ensuring equitable opportunities, actively educating and assisting companies to help them succeed. With decades of hands‑on experience and a heart rooted in public service, Integrated Solutions provides clients with dependable, knowledgeable support focused on improving infrastructure performance, extending asset life, and ensuring operational readiness.
